Well, I guess it would be too much to expect anyone here has heard of... kyabetsu. After all I think it's more (in)famous among male otaku circles.

Actually, it's just like 'yashigani' and 'uo mabushi!'.

It's just a reference to this particular ep of Yoake Mae Yori Ruri Iro Na (ep 3 I think) which featured this contest and some characters had to cut some cabbage...

Except that it was animated so badly that it became infamous and was thereafter referred to as "kyabetsu"/"cabbage". For a brief moment at least it appears to have been used as an euphemism for REALLY bad outsourced episodes, just like yashigani was for a long time.
